The retreat of Comorian customs staff.

The Comorian Customs Administration organized a staff retreat on 24-25 February 2018 in Mvouni. This event was then organized in Mutsamudu on March 4, 2018 and finally took place in Fomboni on March 10, 2018. This event was the first of its kind in our administration. The objective of this meeting was to encourage reflection among its staff, on the major issues facing Comorian Customs in order to find innovative solutions to change and in a desire to achieve performance objectives in relation to the last year.

Customs around the world have all responded some faster than others; they have, with the help of organizations such as the WCO, reviewed their philosophy, their strategies, their priorities, their actions, their methodologies of work and most of them have been able to stay in the dynamics of a world, which is constantly changing.

Due to special circumstances, Comorian Customs have lagged behind in the implementation of the necessary measures and today the catching up of this delay has become a must. This requirement is because of the revival and modernization of the Comorian economy, as desired by the government, is largely based on customs revenue, at a time when the country is opening up more and more to prospects for more active participation in a regionalized and globalized economy.

Hence, the Director General of Customs took the initiative, in full agreement with his supervisory Minister, to organize this retreat in order not only to raise staff awareness of this issue and the need to of change, but also to involve him in this mutation.

The six (6) themes that have been the subject of this reflection are: the 2017 Assessment, the 2018-2020 Strategic Plan, the new organization of the administration, the well-being of the staff, the reengineering services of the customs services and the ethical and ethical framework.A new organizational chart was presented to the staff. This organization chart will replace the former which suffered from some gaps and weaknesses. The new organization chart is simpler and lighter, while improving the efficiency and effectiveness of the administration.

The well-being of the staff is a priority for the Directorate General of Customs, which is why we have put in place a system of incentive bonuses in order to always maintain the motivation and reward the most deserving. In addition to the Mutual, the General Management is planning to set up a medical cover for agents in order to perpetuate the feeling of solidarity that exists in our administration. To a greater extent, the Human Resources Directorate is in the process of developing a code of conduct with the revised Arusha Agreement. The objective is to establish professional ethics and ethics in the customs administration, in order to perpetuate behaviors and practices that meet users' expectations.

Service Reengineering is also a process of modernization made necessary, not only because of the commissioning of ASYCUDA World, the last-generation customs IT system, but especially to correct the flaws of an obsolete system that no longer meets the requirements. an intelligent control policy and enhanced trade facilitation.

The Ethical Framework is also an important theme of retirement. Several elements have been identified and will be reviewed; among others: monthly planning, bonuses, the Code of Conduct, Ethics and the Missions outside the country.

WCO participates in the graduation ceremony of the Belgian Customs School

On 28 June 2022, at the invitation of the Belgian Deputy Prime Minister and Minister of Finance in charge of the Coordination of the Fight against Fraud, Mr. Van Peteghem, the Secretary General of the World Customs Organization (WCO), Dr. Kunio Mikuriya, took part in the graduation ceremony of the 50th session of the Belgian Customs School. The ceremony marked the end of 10 months of theoretical and practical training in core Customs matters provided by the Belgian Customs School and complemented by the WCO.
