Column lift at the Moroni customs center

As a paramilitary body, on Wednesday, May 23, the Customs proceeded to the official lifting of the colors, as every Wednesday at the five (5) main customs centers of the country.

Flag raising at the mast of the customs center of Moroni, by the Director General of Customs, Mr. Souef Kamalidini, in the presence of the customs community, the Director General of Moroni Terminal, officials of the Port Authority of Comoros, and the Moroni center chief, attracted a large audience among Customs staff.

This very ancient ceremony is part of the Republican rituals that tend, by this symbolic gesture, to sing the Udzima WaMasiwa, to rise the national flag in order to cultivate the love of the homeland and to share the feeling of belonging to a community of destiny.

After this ritual, the Director General took the opportunity to address the staff of the customs.
In his speech of more than twenty minutes, Souef Kamalidini addressed on behalf of the President of the Republic, the Minister of Finance to wish blessed and peaceful ramadan to all of the staff. According to him, Ramadan represents for all Muslims a privileged moment of sharing,doing good deeds and exchange. He hoped that this month would also be an opportunity to strengthen the sense of work and national cohesion.

In his speech, the Director General wanted to share with the staff the performance achieved during the beginning of this year. According to him, the first quarter was marked by very significant results. The objectives set were largely exceeded. "On a target of more than four billion one hundred and fifty million (4,150,000,000 KMF), the customs recorded a surplus of 505 million in revenue. If one counts the 350 million taxes collected from the State, this figure exceeds 900 million for the first trimester of 2018 only. And on the whole archipelago, the trend on the performance is clearly high". He said.

"All these results," he continues, "have been achieved by the involvement of his staff, who on a daily basis, accompany economic operators, recover the duties and taxes for the financing of public services and for the support of the national economy.The contribution of economic operators and commissioners has been of a great importance ". Throughout the past two years, they have shown a willingness to work with professionalism, incorporating international standards of customs ethics into the import and export of goods. In his speech, the Director General underlined the good will of the government to contribute to the consolidation of the business while sparing it because of any pressure on the clearance of goods. "Often, it is members of the government who call for special treatment on a removal of containers," he said before a court of customs. "This practice is now disappeared from the customs," he adds. "To support its actions, Customs has invested in capacity building. Seven customs inspectors have just returned from training, and twenty-five others received training in China last month on customs basics and options on customs values and ethics. Eighteen trainees will go to Belgium, Morocco and Madagascar to anticipate the evolution of the customs trades and strengthen the operational capacity of its strategic plan 2018-2021 ", has recalled the Director General.

Souef Kamalidini said in his speech that the performance is also due by the efforts made for the further modernization of customs means. At the beginning of the year, Customs promoted tax compliance by simplifying and modernizing the declarative customs clearance system. Through this device of Asycuda, he said, the customs continues its action in favor of the quality of service rendered to users by simplifying the processing of tax and customs operations in a dematerialization process. To respond to the evolution of the control environment, scanners will be operational at the Moroni-Port center in the next month, and at the end of the year at the port of Mutsamudu.

Customs institutions have recognized all these combined efforts. Indeed, the World Customs Organization has distinguished Souef Kamalidini for his efforts to modernize the Comorian customs. But he pointed out that "this mark of recognition is an act of collective distinction, of our combined efforts with our partners, economic operators and customs brokers, national authorities who deployed to make customs a lever of the economic growth. »

Attached to the values of solidarity, the Director General closes his speech by announcing that a mutual benefit scheme for staff will be set up at the end of June to allow agents to manage risk and contingency. He ended his speech by informing all staff that two months of bonuses are paid for this month of Ramadan.
