On the sidelines of the 10th meeting of the sub-committee of the Directors General of Customs of the African Union, the Minister of Finance and Budget, Mr. Saïd Ali Chayhane received yesterday, September 20th, the Secretary General of the World Customs Organization, Dr. Kunio Mikuriya and thanked him for the honoring and participating in the 10th Meeting of Subcommittee of Directors General of Customs of the African Union hosted by our country. His presence according to the Minister has redoubled the solemnity of the event.

He also thanked him for his efforts in the area of capacity building, transfer of skills and technologies for the benefit of the Comorian customs administration. According to the Minister, "we do not build a country on the basis of financial resources only but also to a background of skills and human resources qualified and adapted to the changing world," said his interlocutor. WCO Secretary General Dr. Kunio Mikuriya thanked the Minister of Finance for his support and recalled that the World Customs Organization has made a strong commitment this year to assist the economies of small islands, generally, as Pacific Asia, the Caribbean, and the Indian Ocean. He also told the Minister that he was impressed by the initiative to open a customs training and capacity building center. As such, he says, the WCO will send experts to support this initiative, a guarantee of performance and harmonization of customs practices across all WCO member states.

The Secretary General of the WCO recalled the missions that were sent in 2017 to Moroni to set up the Single Window in the Comoros Customs. In this sense, the Union of Comoros needs to use technology, one of the tools against corruption, in order to support the consolidation of the business world and the development of ethical standards.

Dr. Mikuriya said he was impressed by the presentation of the Comorian Customs data at the opening of the meeting of the Sub-Committee of Directors General of Customs of the African Union. "The fact that revenue from customs duties and taxes is rising while exemptions are falling is extraordinary," he says with great pleasure.

And the minister added that indeed, "we must salute the efforts made in Customs, high exemptions must continue to disappear and only exemptions focused on investment, must be desirable."

The two sides agreed to consider that the policy of capacity building including language capacity remains the framework of cooperation between the Comorian Customs Administration and the World Customs Organization.
